CITY OF DAVID CARE LIMITED is fully committed to safeguarding and promoting the welfare,
safety, dignity, and human rights of all adults, children, and young people who come into contact
with the organisation. The organisation recognises its duty of care to protect individuals from
abuse, neglect, exploitation, discrimination, harm, and improper treatment, and to respond
promptly and effectively to any safeguarding concerns.
The organisation operates in accordance with the Care Act 2014, the Children Act 1989 and
2004, Working Together to Safeguard Children, the Health and Social Care Act 2008 (Regulated
Activities) Regulations 2014, including Regulation 13: Safeguarding Service Users from Abuse
and Improper Treatment, and all relevant safeguarding legislation, statutory guidance, and local
safeguarding partnership procedures.
CITY OF DAVID CARE LIMITED is committed to:
- Protecting adults at risk, children, and young people from abuse, neglect, exploitation, and avoidable harm.
- Promoting safe, person-centred, compassionate, and outcome-focused care practices.
- Supporting the rights, dignity, wellbeing, independence, and voices of individuals receiving support.
- Creating a culture of openness, accountability, prevention, and early intervention.
- Working collaboratively with Local Authorities, Safeguarding Adults Boards, Children’s Safeguarding Partnerships, healthcare professionals, the police, schools, the Care Quality Commission (CQC), and other relevant agencies.
- Ensuring safeguarding concerns are identified, reported, investigated, and managed appropriately and without delay.
- Maintaining robust recruitment, supervision, whistleblowing, and workforce governance arrangements to promote safe practice.
The organisation recognises all forms of abuse and neglect, including:
- Physical abuse
- Emotional or psychological abuse
- Sexual abuse
- Financial or material abuse
- Neglect and acts of omission
- Domestic abuse
- Discriminatory abuse
- Organisational abuse
- Modern slavery and human trafficking
- Self-neglect
- Child sexual exploitation (CSE)

- Bullying, coercion, and controlling behaviour
Staff are expected to:
- Listen carefully and respond sensitively to disclosures.
- Remain calm and reassuring.
- Record information accurately and factually.
- Report concerns immediately to the designated safeguarding lead or senior management.
- Never ignore, dismiss, or delay action relating to safeguarding concerns.
CITY OF DAVID CARE LIMITED adopts a person-centred safeguarding approach, including the
principles of Making Safeguarding Personal (MSP), ensuring that individuals are involved in
decisions affecting their safety, wellbeing, and support wherever possible.
The organisation provides mandatory safeguarding training during induction and ongoing
refresher training to ensure staff remain competent and confident in recognising, preventing,
and responding to safeguarding concerns involving both adults and children. Training includes
safeguarding awareness, Mental Capacity Act (MCA), Deprivation of Liberty Safeguards
(DoLS), whistleblowing, professional boundaries, safe information sharing, and child protection
responsibilities.
All safeguarding information and records are maintained securely and handled in accordance
with confidentiality and data protection legislation. Confidentiality will not prevent the sharing of
information where there is a legal, professional, or safeguarding duty to protect an individual or
others from harm.
